Director of a company is suspected of embezzlement in water supply in Mykolaiv region

In Mykolaiv region, the head of two companies was placed under nightly house arrest - he is suspected of misappropriating budget funds allocated for water supply repairs. Under the guise of completed work and fictitious expenses, he could withdraw money from the local budget for his own benefit.

This was reported by the Center for Public Investigations.

The court imposed a pre-trial restraint on the director of Innovative Enterprise Teploenergoservice LLC and Innovative Enterprise Budkomplekservis LLC. He is suspected of misappropriation of budget funds and forgery. According to the YouControl analytical system, Ruslan Sotir is the director of these companies.

According to the investigation, on February 13, 2024, the Syniukhino-Brid village council entered into an agreement with LLC "IP Budkomplekservis" for the overhaul of the water supply system. It was about replacing the Rozhnovsky water tower in the village of Lukashivka - the old structure was to be dismantled and a new one installed.

The total cost of the work exceeded UAH 523 thousand. The estimate separately provided for UAH 12 thousand for business trips of employees. At the same time, the investigation found that no business trips took place: no relevant documents were drawn up and no payments were made.

Nevertheless, the contractor submitted certificates of completion with expenses included. The documents were signed, after which the Treasury transferred over UAH 532 thousand to the company. The director transferred part of the money to his own account and withdrew it in cash.

In addition, the contractor entered into another contract - through Innovative Enterprise Teploenergoservice LLC - to repair the water supply in the village of Chausove. The value of this contract was over UAH 724 thousand.

In this case, the scheme was more complicated: the cost of design work and expertise was included in the estimate, although the suspect, according to the investigation, knew that these documents would not actually be produced.

To create the appearance of legitimacy, he organized a formal inspection of the facility with the involvement of an entrepreneur and an expert. The conclusion was used as a basis for concluding a contract without full design and estimate documentation. In this case, too, part of the funds was transferred to personal accounts. The ruling states that such episodes were repeated.

The court imposed a measure of restraint on the suspect - nightly house arrest from 22:00 in the evening to 06:00 in the morning. The restrictions will remain in force until June 11, 2026, as part of the pre-trial investigation.

Also in Mykolaiv, a possible scheme of misappropriation of budget funds during the repair of a shelter at a sports school was exposed. The court has already limited the time for the suspect to familiarize himself with the case file due to the delay in the process.
