Director of a company in Odesa region is served a notice of suspicion of misappropriation of funds for barracks repair

Police investigators have served a notice of suspicion to the director of a construction company in Odesa region of misappropriation of property on a large scale by abuse of office.

This was reported by the press service of the Main Directorate of the National Police in Odesa region.

According to the investigation, the Southern Department of Capital Construction of the Ministry of Defense of Ukraine entered into an agreement with a private construction company to reconstruct a two-story barracks in Odesa region into a 39-apartment residential building to provide housing for Armed Forces personnel and their families. Instead, the 47-year-old director of the company decided to take possession of a part of the budget funds allocated by the state for this project.

During 2017-2020, while fulfilling the terms of the contract, the offender made deliberately false official documents regarding the amount of construction work performed and construction materials supplied and used, which were not actually performed and used at the facility, as well as the costs incurred. Based on the reporting documents received from the contractor, the client made payments to the contractor.

Thus, out of UAH 11 million partially allocated for the reconstruction of the facility, the contractor misappropriated almost UAH 8.4 million without completing the work in full. The offender transferred the money to his own bank account and the account of another construction company and disposed of it.

In addition to misappropriation of funds, the man is also charged with making deliberately false official documents, which caused grave consequences. If proven guilty, the man faces a maximum of 12 years in prison with disqualification to hold certain positions or engage in certain activities for up to three years and confiscation of property.
