Deputy head of Odesa district administration convicted for justifying Russian aggression

The Peresypskyi District Court of Odesa approved the plea agreement between Tamara Tormosa, deputy head of the Peresypskyi District Administration, and the prosecutor.

As stated in the court' s verdict, the official was found guilty of justifying the armed aggression of the Russian Federation against Ukraine, which began in 2014, as well as the glorification of its participants.

For example, on October 6, 2024, she left a birthday greeting. The post mentioned that Putin also celebrates his birthday on this day, and she noted that they were born on the same day, calling this celebration the day of great men.

The woman pleaded guilty and the court sentenced her to five years in prison, but under an agreement with the prosecutor, in exchange for her plea, her actual prison term was commuted to two years' probation.

The parties agreed to recognize as mitigating circumstances the defendant's sincere repentance and active assistance in solving the criminal offense, which consists in providing testimony regarding the circumstances of the criminal offense, voluntary transfer of funds to the account of the Armed Forces of Ukraine in the amount of UAH 20 thousand, as well as the absence of circumstances aggravating the defendant's punishment.

The circumstances that mitigate the punishment and significantly reduce the severity of the criminal offense were determined by the fact that the data on the person of the accused, who is being prosecuted for the first time, is married, her husband has a second-group disability, is positively characterized at his place of work, has positive characteristics from charitable and other public organizations, is not registered with a narcologist and psychiatrist, and has an elderly mother.

Tamara Tormosa was detained on November 12, 2025. At that time, she had a Form 3 security clearance and was responsible for social protection and policy in the district administration (consequences of arrivals, number of victims, amount of damaged property).
