Court puts an end to the case of Chornomorsk port

An official of the Chornomorsk Commercial Sea Port in Odesa region was found guilty of negligence, which led to millions in losses.

According to the Center for Public Investigations, citing the verdict of the Chornomorsk City Court, investigators found that the official failed to ensure proper control over the actual volumes of grain transportation from railroad cars at one of the port's berths. Nevertheless, he signed a certificate of completion without checking whether the data corresponded to the actual volumes. As a result, according to the investigation, the state-owned enterprise lost more than UAH 2.7 million. Law enforcement officers classified this as official negligence.

The court noted that at the time of the events, the accused was the deputy head of the second terminal of the State Enterprise "ICC "Chornomorsk" and was responsible for operational processes. As a result, the court found the former head of the second terminal of the Sea Commercial Port Chornomorsk guilty of negligence and sentenced him to two years in prison with an additional ban on holding positions related to organizational, administrative and economic functions for a period of one year, as well as a fine of UAH 4,250. At the same time, he was released from serving his sentence due to the expiration of the statute of limitations.

The court also canceled the measure of restraint in the form of a personal commitment and ordered the defendant to compensate the state for the costs of conducting examinations - more than UAH 52 thousand. The port's civil claim was partially satisfied: the official was awarded more than UAH 2.75 million in material damage. At the same time, the court left similar claims against Transbalterminal LLC without consideration.

Earlier, the High Anti-Corruption Court approved a plea agreement with Olena Novichkova, Head of Commercial, Property and Lease Services at the state-owned enterprise Chornomorsk Commercial Sea Port, and Oleksandr Bulavchenko, former freelance advisor to the port's director, on abuse of influence.
