Contractor selected in Odesa to repair lyceum for 52 million

The Capital Construction Department of the Odesa City Council has conducted a procurement to select a company that will be paid for the overhaul of the building of Odesa Lyceum No. 71.

This was reported in the electronic procurement system Prozorro.

According to the system, the auction was held in the format of open bidding with special features, and the only participant in the procurement was SK-Omega Limited Liability Company. The company agreed to work for UAH 51 million 970.1 thousand.

According to the YouControl service, SK-Omega LLC was registered in 2018. The owner is Svitlana Balakci.

In August 2024, the Capital Construction Department of the Odesa City Council held a new tender to select a contractor who will be paid for the repair and restoration of the facade and roof of the building located at 15 Sofiivska Street.

The restoration project has been adjusted and now they expect to find a company that will be paid UAH 7 million 546.5 thousand under the new tender.

The building is an architectural and urban planning monument of local significance - it is a tenement house of Skarzhynskyi, which was built in the second half of the XIX century according to his own design. On the facade of the house you can see the coat of arms with a unicorn. The entrance has a picturesque panel on the ceiling. Today it is a residential building with administrative premises.

This time, only one company participated in the tender, SK-Omega Limited Liability Company, which had already worked on this renovation. In 2021, the department held a tender to select a contractor to carry out the repairs.

Open bidding with peculiarities means that almost all terms are shorter than they were in open bidding under the Law on Public Procurement. That is, this procurement is much faster than open tenders. The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale aggression of the Russian Federation in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules for bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
