A project to build a modern Security Center that will combine a SES unit and a police station has been created in Kherson Oblast. The project was included in the community development program back in 2023.

This is evidenced by the data of the DREAM ecosystem.

In the village of Novopavlivka, Beryslav district, they planned to build a modern Safety Center that will combine a SES unit and a police station under one roof. The project is designed to provide a quick response to emergencies, improve public safety and reduce damage.

According to the description, the Center will be equipped with a garage for emergency equipment with an inspection pit, a control room, offices for management, rooms for rest and meals, a workshop for equipment repair, and rooms for drying rescue hoses and clothing. The building also has a radiation shelter for 40 people.

The project is being implemented within a residential area, in compliance with sanitary and environmental standards. The total estimated budget is UAH 14.6 million, of which UAH 8.3 million is earmarked for capital expenditures and UAH 6.4 million for operating expenses.

The construction was commissioned by the Kherson Regional State Administration, the designer is Archival Engineering LLC, the expert is Rembudconsulting LLC, and the project was initiated by the Velyko Oleksandrivka Village Council.

According to the initiators, the establishment of the Safety Center is in line with national strategic documents and community recovery programs.

Currently, the sources of funding have not yet been confirmed, and consideration of the application for state support under the State Fund for Regional Development has not yet begun.

It should also be noted that the new construction of the Security Center is not new. In 2023, the Department of Territorial Development of the Kherson Regional State Administration held a tender for engineering design services for the facility. Only one company submitted its proposal, Archival Engineering, which received more than UAH 769 thousand from the local budget.

The development of project documentation for the project was included in the program of economic, social and cultural development of the Velyko Oleksandrivska settlement territorial community for 2024, also in 2023, by order of the head of the settlement military administration.

In April, the contract for the construction of the Security Center in Posad Pokrovsky was awarded to a Black Sea construction company associated with a former MP from Trukhanov's and the Party of Regions. The firm has already received tenders for more than a billion hryvnias and is involved in criminal and journalistic investigations.
