Company suspected of embezzlement received additional millions from Kherson Regional State Administration

The Kherson Regional State Administration has allocated millions for additional repairs to the village council building. The work will be performed by a company that has already been under the gun of law enforcement.

This was reported by Intent with reference to the Prozorro procurement system.

At the end of the year, the Department of Territorial Development of the Kherson Regional State Administration ordered additional repairs to the administrative building of the Velyko Oleksandrivka village council. Global Build Engineering LLC, which was previously involved in the case of misappropriation of budget funds, was allocated more than UAH 18 million. The company has previously received a contract worth over UAH 135 million.

Additional works include major repairs and restoration of the building. The agreement was concluded under a non-competitive procedure, as the additional work will be performed by the same contractor. The expected cost of the works was UAH 18.5 million.

The tender for the reconstruction of the administrative building of the Vysokopil village council was launched in August. The project envisaged the conversion of the building into a modern family medicine outpatient clinic with funding from the EU under the Ukraine Facility program.

The tender was accompanied by a complaint from Avtomagistral-Zakhid regarding the requirements for the financial capacity of the participants. The Antimonopoly Committee of Ukraine found the complaint to be substantiated, but the tender ended with the victory of Global Build Engineering LLC.

According to YouControl, the company has been in existence since 2017, has an authorized capital of UAH 10 million, and is founded by Sergiy Tolstikov. Since 2017, the firm has won state contracts worth UAH 1.8 billion, and in 2024 alone, its revenue amounted to 769 million.

The company has previously come under scrutiny by the NABU and journalists. The High Anti-Corruption Court ordered an investigation into possible misappropriation of funds during the construction of a shelter at the Vysokopil school. Global Build Engineering also has ties to the deputy head of the Kherson Regional Military District Administration, Anton Samoilenko.

The company began actively developing regional contracts in late 2023, including one of the largest contracts in Kherson region for UAH 280 million for the construction of fortifications.
