Central Election Commission resumes work of the voter register

The Central Election Commission has restored the functioning of the automated information and communication system "State Register of Voters" in terms of accounting for polling stations that exist on a permanent basis.

The relevant resolution is published on the CEC website.

According to the resolution, in 2022 and 2023, the CEC took the necessary technological and organizational measures to restore the functioning of the register. Therefore, by the resolution of the Central Election Commission of December 22, 2023 "On Some Issues of Partial Restoration of the Functioning of the Automated Information and Communication System "State Voter Register", the CEC restored the functioning of the register in terms of periodic updating (periodic updating) of the database.

In particular, last year, the periodic updating of the registry database was resumed, and the information on periodic updating of the registry submitted by bodies, institutions, establishments, officials of local self-government bodies from February 2022 to November 2023 (inclusive) was processed.

In the update of 2023, more than 11.5 million cases of change of voters' electoral addresses were identified, which is more than 33% of voter records in the registry database.

The CEC also identified about 33,000 cases of renaming and more than 3,000 cases of naming new streets (avenues, boulevards, squares, lanes, blocks, corners, etc.). In addition, when processing the periodic update data, almost 87 thousand new residential buildings were found to have been assigned numbers and were not included in the boundaries of any permanent polling station.

In connection with the introduction of martial law in Ukraine, in order to protect the integrity of the registry database, the CEC, by its resolution of February 24, 2022, temporarily suspended the functioning of the AICS of the Registry, as well as the maintenance of the registry by its maintenance bodies, for the duration of martial law.
