Bureau of Economic Security secures termination of contract in 100-million-hryvnia tender for school renovation

Analysts of the Territorial Department of the Bureau of Economic Security in Odesa region have reported preventing embezzlement of more than UAH 109 million during a tender for the reconstruction of a secondary school building in Odesa.

According to the BES, as a result of information and analytical work, employees of the Territorial Department found that officials of one of the specialized departments of a local government body in Odesa announced a tender for the reconstruction of a secondary school building.

The winner of the tender was a company that specialized in the construction of residential and non-residential buildings. During the analytical research, the Bureau's experts identified a number of risks associated with the contractor. Namely, it did not have the necessary material and technical base, the appropriate number of employees and generally did not meet other qualification requirements.

Analysts of the Territorial Department sent a letter to the local government body with recommendations to reconsider the decision to procure the relevant services. The procuring entity terminated the contract with the contractor.

As the Center for Public Investigations has learned, it concerns the repair of school No. 39 at 20 Uspenska Street. The procurement was held on September 12 with the participation of two companies: Pivden Gasification Limited Liability Company and Odeskolovpostach Repair and Construction Company LLC. The former was chosen as the winner, as it offered to work for UAH 90 million at the second stage of the auction.

However, later the agreement was signed with LLC "Repair and Construction Company "Odeskogolovpostach", which agreed to work for UAH 100 million 999 thousand 999.

This is the second time that a tender has been canceled due to BES interference. In August, after Intent 's publications, BES employees canceled a tender for 109 million hryvnias in Odesa. The money was supposed to be spent on the reconstruction of school No. 39 at 20 Uspenskaya Street, but numerous violations were found in the documents of the company that was chosen to perform the work.

For the fifth time, the Capital Construction Department of the Odesa City Council has announced a tender for the reconstruction of school No. 39 at 20 Uspenskaya Street.

The procurement in the format of an open tender with special conditions is scheduled for September 12. The last time the procurement was held was in June. Then Stimax LLC won the tender. In that tender, the company had no competitors and planned to receive UAH 109 million 81.6 thousand. However, the company did not eliminate inconsistencies in the documentation and the tender was canceled.
