Budget, development and privatization: what awaits Mykolaiv at the forty-ninth session of the council

A regular session has been convened in Mykolaiv. Among other issues, the deputies will consider the work plan for the first half of 2026, updating the city's development programs and financing the restoration of water supply and heating networks.

The relevant order was signed by Mayor Oleksandr Senkevych.

The meeting of the forty-ninth session of the Mykolaiv City Council of the VIII convocation is scheduled for November 27, 2025 at 13:00 in a remote format in the form of a video conference. Traditionally, the event will be broadcast online by Intent.

During the session, the deputies will consider a number of key issues, including budgetary and land issues, as well as topical current issues of the city's life. Particular attention will be paid to approving the city council's work plan for the first half of 2026 and approving the list of small-scale privatization of community property to be put up for auction.

In addition, the session provides for the extension of the term and amendments to the program of support for strategic initiatives and preparation of development projects for the city of Mykolaiv for 2016-2025, as well as amendments to the program of economic and social development of the city for 2024-2026.

The deputies are to approve the City Target Program "Youth Policy" for 2026-2030 and amend the program for reimbursement of costs for the restoration of intra-building water supply, sewage, and heat supply networks to co-owners of apartment buildings. These measures will see an increase in funding to UAH 116.4 million for 2023-2026, with half of the funds provided by the city budget and the rest by additional sources.

Also on the agenda is the extension and amendment of the "Affordable Water" program for 2024-2025. In addition, the deputies are to approve a loan agreement for the Mykolaiv Parks utility company under the state program Affordable Loans 5-7-9%.

In addition, over UAH 6 billion has been allocated for the Education program for 2025-2027 in Mykolaiv. The updated program has three key areas: maintenance and development of educational institutions, catering for primary school students, and provision of meals for middle and high school students, including privileged categories and sports students.
