The Kherson Regional Prosecutor's Office has taken legal action to block a dubious deal to reconstruct a bridge in Beryslav district worth UAH 330 million. The lawsuit was filed with the Commercial Court of Odesa Oblast demanding to invalidate the supplemental agreement and completely terminate the contract with the contractor.
This was reported by the Kherson Regional Prosecutor's Office.
The agreement, concluded back in April 2023, was not actually fulfilled: in a year and a half, the contractor only developed documentation for 7 million, without starting construction.
Despite the complete absence of work in 2024, the parties tried to artificially extend the contract for another year through an additional agreement. Prosecutors found that this was illegal: no funding was foreseen for 2025, and the continued existence of the contract only created corruption risks and allowed the company to unreasonably retain the rights to the facility.
During the court proceedings, the contract was terminated. This saved 323 million of budget funds from being used inefficiently, without harming the restoration of the infrastructure, which was already frozen by the contractor.
In addition, Kherson initiated a major overhaul of the mental health department of the regional hospital. The goal is to optimize the work of medical staff, reduce queues for consultations and strengthen psychological support for victims of war and stressful situations.
The project involves a complete renovation of the premises to provide psychotherapeutic and psychiatric care to residents of Kherson Oblast, including people with post-traumatic and psychosomatic disorders, anxiety, depression and other psychological problems.
