BES searches for medical center of Odesa City Council

The Bureau of Economic Security searched the offices of the medical center of the Odesa City Council and the premises belonging to the deputy.

This was stated by journalist Iryna Hryb, citing her own sources.

Intent asked the BES for a comment, but they limited themselves to saying that investigative actions were underway and did not disclose any details.

Instead, according to the journalist, the Bureau's employees visited Iryna Kutsenko , a deputy of the Odesa City Council , and the Center for prevention and control of HIV/AIDS.

"Very evil and very knowledgeable tongues say that suddenly there were no tenderers for the competitive procedure, and therefore we "had" to conclude contracts with a controlled individual entrepreneur to use budget funds. Allegedly for the rehabilitation of non-existent drug addicts in the amount of more than UAH 7 million. Evil tongues also talk about a kickback of 15% received by local officials for lobbying the interests of certain entrepreneurs," the journalist wrote.

In the Prozorro system, Intent found information about two agreements concluded this year by the Center with entrepreneur Vadym Naninets to provide medical, social and psychological assistance to people with mental disorders due to the use of psychoactive substances under the 28 Days program, to create and ensure conditions for the provision of integrated social and medical services to addicts and codependents. Both agreements were concluded after announced procurements failed twice due to the lack of bidders. In both cases, the entrepreneur was the only bidder. The total value of the contracts is UAH 6 million. The agreements were signed in March and November. Another similar agreement under similar circumstances was concluded with the same entrepreneur in July 2023.

Instead, the Center for HIV/AIDS Prevention and Control told Intent 's editor that they were not aware of any searches.
