Bereg Trans Bud Secures ₴9.8M Contract for Radiation Shelter in Urozhayne Amid Controversy

Mykolaiv-based Bereg Trans Bud LLC, which was previously suspected of overcharging, will build a new radiation shelter in the village of Urozhayne, Beryslav district, Kherson region. Almost UAH 10 million was allocated from the local budget.

As it became known from the public procurement platform Prozorro, the contract was awarded without using the electronic procurement system and without holding an open tender.

It is about the construction of a dual-purpose facility with radiation shelter properties at 4A Myru Street. The work was ordered by the Executive Committee of the Beryslav City Council. On March 7, local authorities signed an agreement with Bereg Trans Bud from Mykolaiv, owned by Ruslan Bohlayov. He also owns four other construction companies.

The works are to be completed by June 30, 2025. The contractor will receive UAH 9.8 million for this.

The village of Urozhayne, which is part of the Beryslav community, is shelled almost daily by Russian troops located on the left bank of the Kherson region. Due to constant attacks, there are almost no surviving buildings in the village, but people still live there. Before the start of the full-scale war, 96,000 people lived in the Beryslav district, but as of 2024, the number of residents had dropped to 37,776.

Earlier, the Center for Public Investigations indicated that on August 15, 2024, the utility company Vysokopilskyi Komunservis entered into an agreement with Bereg Trans Bud LLC for the overhaul of a part of the water supply network in the village of Vysokopillia, Beryslav district, Kherson region, for a total cost of UAH 26 million 890 thousand 451. The procurement took place without the use of the Prozorro electronic system. According to journalists' estimates, the price of the works was overstated by 1.5 times. The authorized person, Olga Seranova, justified her actions by saying that the municipal enterprise had previously held open tenders with specific requirements for these works, but no one applied for the tender, and the work had to be done. Therefore, it was decided to conclude an agreement without using the electronic public procurement system with Bereg Trans Bud LLC.

The Education Department of the Fontansky Village Council of Odesa District also held a procurement to select a company to pay for the reconstruction of the building of the Gnezdechko Nursery and Kindergarten. The work will be performed by Bereg Trans Bud LLC.
