Auction for bankrupt Transbud-Zalizobeton property in Odesa

The auction for the sale of the bankrupt Transbud-Zalizobeton LLC, located at 5 Novikova Street in Odesa, failed as no bidders applied.

This is evidenced by the data of the Prozorro.Sale system.

Non-residential buildings and structures with a total area of almost 16,000 square meters were put up for auction. The starting price of the lot was UAH 313 million. The property was sold again in the format of a hybrid Dutch auction, a format that allows for a gradual reduction in price until it is fixed by a potential buyer. However, not a single participant even joined the procedure.

The property belongs to Transbud-Zalizobeton, a company registered in Odesa in 2007. According to the YouControl service, the owner of the company is a Cypriot citizen, Zoe Ioannou.

Transbud-Zalizobeton LLC was declared bankrupt by the decision of the Economic Court of Odesa Region in September 2020 in case No. 916/3015/17. The court opened liquidation proceedings and appointed insolvency receiver Iryna Stepanenko as liquidator.

According to the rules of the hybrid Dutch auction, bidding can start even without registered bidders: you can join after the start, when the price starts to decrease step by step. This mechanism is often used to sell complex assets, such as property of bankrupt banks or bad debts.

Due to the lack of bids, the auction was canceled. This is not the first time - in March 2025, insolvency receiver Iryna Stepanenko also failed to sell these non-residential buildings and structures at auction because there were no bidders.

In January 2010, the National Bank of Ukraine entered into a loan agreement with the Public Joint Stock Company Commercial Bank Soccom Bank, which was undergoing a refinancing procedure at the time. At the same time, the NBU and Transbud-Zalizobeton LLC entered into a mortgage agreement to secure the fulfillment of the requirements under the above loan agreement.

In 2011, the NBU entered into an agreement with Imexbank on the assignment of claims under this agreement in the amount of UAH 165 million 568.9 thousand. In 2017, Imexbank assigned its claims to PJSC Bank Alliance, which transferred them to LLC FC Horizont, which in turn transferred them to private enterprise Chek. The last pledgee is the Joint Stock Company Closed Non-Diversified Venture Corporate Investment Fund Tseliy, on behalf of which the Limited Liability Company Asset Management and Pension Fund Administration Company Daliz-Finance acts. The owner of Daliz-Finance is Tamara Tinus, a resident of Kyiv.
