Antimonopoly authorities initiate proceedings over 170 million tender in Odesa region

The Southern Interregional Territorial Department of the Antimonopoly Committee of Ukraine has launched a case on the grounds of collusion between two limited liability companies in a tender to select a contractor for the repair of a school in Odesa region.

According to the Center for Public Investigations, citing the department's press service, the case concerns a tender for the reconstruction of the building of the Balta Secondary School No. 3 - Collegium, held by the Odesa Regional State Administration in 2024.

The antimonopoly authority's attention was drawn to the limited liability companies Fire Service Pride and Sky Group Development. Both participated in the procurement, and their offers were rejected. At the time, Fire Service Pride LLC agreed to reconstruct the lyceum for UAH 161 million 28 thousand, and Sky Group Development for UAH 163 million 528.9 thousand.

"Based on the results of the preliminary investigation, the Department found circumstances that may indicate the coordination of actions of the above-mentioned bidders. Taking into account the revealed facts, the administrative board of the Southern MTV began consideration of the relevant case," the AMCU said.

The winner was Stimax Limited Liability Company, whose offer was much more expensive than the other two bidders - UAH 179 million 264.2 thousand. The company eventually entered into an agreement with them.

According to the YouControl service, Sky Group Development LLC was registered in Odesa in 2019. Its owners are Volodymyr Olenkovskyi and Olena Beresneva.

Fire Service Pride LLC was also registered in Odesa in 2021. The owners are Volodymyr Kyrylenko and Hryhoriy Dynohlo.

Stimax Limited Liability Company was registered in 2015. The owner is Oleksandr Sokolovsky. Also registered in Odesa.
