The Administrative Board of the Southern Interregional Territorial Department of the Antimonopoly Committee of Ukraine has started considering a case of possible collusion between two companies during a privatization auction in Odesa.
According to the department's press service, the case concerns the privatization auction of the unified property complex of the state enterprise Odesa Research Institute of Television Equipment.
Details of the auction
The Regional Office of the State Property Fund of Ukraine in Odesa and Mykolaiv regions held theauction in 2022. The starting price of the property was UAH 35 million 34.8 thousand. During the auction, it eventually rose to UAH 90 million. The buyer was the Bukovel Limited Liability Company, whose ultimate beneficiaries are Oksana Palytsia and Zakhar Palytsia, the wife and son of the former head of the Odesa Regional State Administration, Ihor Palytsia.
It was about 34 units of real estate. Of these, 20 registered units of buildings and structures are: an engineering and laboratory building, a power unit, checkpoint No. 6, radio control unit No. 11, warehouse complex No. 12, checkpoint No. 14, warehouses, workshops, a painting room, a compressor room, a carpentry room, boxes, a restroom, a stormwater pumping station, a pumping station, and an electric and gas welding room. The total area of these facilities was 11,853 square meters.
Who is interested in the AMCU
The company competed with four other bidders, including those that are now of interest to the Antimonopoly Committee. These are Can Trans Logistic Limited Liability Company and Kurs-Titan Limited Liability Company. At the auction, both companies were not the main competitors to the winner - the final offer of Can Trans Logistic amounted to UAH 45 million 454.5 thousand, and Kurs-Titan offered UAH 52 million 155 thousand.
According to the YouControl service, Can Trans Logistic was registered in 2021 in Odesa. The owner is Vasyl Lozynskyi from Bilhorod-Dnistrovskyi. Kurs-Titan LLC was registered in 2020, also in Odesa. The owner is Raisa Ostapenko from Mykolaiv. The LLC is currently in a state of termination.
