On April 14, the Executive Committee of the Odesa City Council met for an extraordinary meeting to address one issue.

As stated in the agenda, it was about the transfer of material assets to the volunteer formation of Odesa City Territorial Community No. 1.

The decision was made unanimously and the meeting was closed. The material assets included 1.5 tons of A-95 (Euro 5) gasoline at a cost of UAH 73 per liter, with a total value of UAH 109.5 thousand, and 4 tons of diesel fuel at a cost of UAH 89.9 per liter, with a total value of UAH 359.5 thousand.

The new volunteer unit of Odesa City Territorial Community No. 1 began operating in early January 2026, and the decision to establish it was made at the end of December 2025.

The DFTG is a paramilitary unit formed voluntarily from local residents of one territorial community to protect their land as part of territorial defense. Such units do not belong to the Armed Forces of Ukraine as military units, but operate under the command of the nearest battalion of the Armed Forces of Ukraine Territorial Defense Forces. Volunteers of the DFTG protect critical infrastructure, patrol territories, assist with evacuations, and even participate in air defense through special groups. Membership in the DFTG is not a substitute for mobilization.

Volunteer territorial community units emerged as part of the national resistance, when the country needed to quickly engage civilians in defense. It differs from classical military units in that it consists exclusively of locals - people who know every corner of their community, its weaknesses and strengths. The DFTG is neither a reserve nor a duplication of the TRO. It is a parallel structure that lives off local initiative but is integrated into the overall defense system through the command of the Territorial Defense Forces.
