The National Agency for Corruption Prevention identified $48,000 in cash of unknown origin and undeclared real estate in the asset declaration of Pavlo Voronzhak, an official with the Odesa Regional Territorial Election Commission and a joint venture.
The Center for Public Investigations examined the agency’s findings.
Based on the results of its review of the 2025 asset declaration, the agency determined that the official failed to declare a 69.8-square-meter apartment in Odesa, nor had he properly declared his right to use another apartment measuring 70.9 square meters, where his wife and daughter lived.
Specific questions arose regarding a 2023 Dodge Durango valued at 928,300 hryvnias, registered in the name of the official’s mother-in-law. Although Voronzhak used the car, he did not list its value in his declaration. The National Agency for Corruption Prevention (NAZK) determined that the day after the car was registered in his mother-in-law’s name, she issued powers of attorney to the official and his wife.

The largest discrepancies concerned cash savings. Voronzhak declared $48,000, or approximately 2.02 million hryvnias. However, these funds were not listed in his previous declaration. The official explained their origin as salary, currency exchange, and the sale of cars. However, the NACP found no financial evidence to support the possibility of accumulating such a sum.
In total, for the years 2023–2025, Voronzhak received 1.55 million hryvnias in income, while his wife received 81,800 hryvnias in social benefits. An audit of bank accounts also failed to confirm the accumulation of the declared cash.
In addition, the official failed to report 132,700 hryvnias in child support for his son, 20,000 hryvnias in tuition payments for his daughter, 28,300 hryvnias in social benefits received by his wife, and 112.74 hryvnias in additional benefits from a bank.
The NACP identified false information totaling over 3.9 million hryvnias. The agency also found evidence of a violation under Part 1 of Article 366-2 of the Criminal Code of Ukraine—declaring false information.

The audit did not reveal any signs of illicit enrichment or a conflict of interest. The NACP decided to notify Voronzhak of the audit results and give him the opportunity to submit a corrected declaration.
