AMCU suspects collusion between bidders in procurement of works related to electricity supply in Odesa

The Southern Interregional Territorial Department of the Antimonopoly Committee of Ukraine found that LC Energomir LLC and EC Ukrenergomontazh LLC coordinated their actions in at least four tenders held by Odesa state employees.

This became known from the announcement of preliminary conclusions on the participation of these companies in the auctions.

The Territorial Department suspects that LC Energomir LLC and EC Ukrenergomontazh LLC coordinated their actions in the tenders they announced:

For these violations, the Southern Interregional Territorial Department of the AMCU proposes to fine the LLCs in accordance with the Law of Ukraine "On Protection of Economic Competition". The meeting of the Temporary Administrative Board of the Antimonopoly Committee of Ukraine to consider this proposal will be held on October 8.

According to the YouControl analytical system, EC Ukrenergomontazh has been on the market for 15 years. The main activity is electrical installation work. The owner of the company is Vadym Mosienko from Teplodar. Since 2017, the company has concluded only 10 contracts totaling UAH 1.8 million.

In contrast, LC Energomir has been on the market for 18 years. The main activity is also electrical work. The owners of the company are currently Iryna Kreminska from Odesa and Mykola Tarasenko from Teplodar. In addition, the head of the company is the current deputy of the Teplodar City Council, head of the Teplodar branch of the Doviruy Dilam party, Andriy Lavrinov. Since 2016, the firm has concluded 172 contracts totaling over UAH 293.4 million. Most often, these were contracts in Odesa region.

According to local media, the firm is involved in several criminal proceedings. The most interesting is the case of embezzlement, forgery and abuse by employees of the Southern Territorial Housing and Maintenance Department of the Ministry of Defense. The same company reconstructed a building for educators on the territory of the children's health and sports complex of the famous Victoria children's camp. The firm was also involved not only in the fire case but also in tax evasion proceedings.
