AMCU punishes Kherson-based conspirators who divided tenders

The Antimonopoly Committee of Ukraine has uncovered collusion between two companies, Credo S LLC and Kherson Khlibzavod LLC, during tenders for the reconstruction of hospitals. The companies were fined more than a quarter of a million hryvnias.

This was reported by the Southern Interregional Territorial Department of the AMCU.

This refers to the bidding held in 2021. Both companies participated in the procurement of the reconstruction of the trauma department of the city hospital in Bilhorod-Dnistrovskyi, Odesa region, and the production of design estimates for the overhaul of the maternity hospital in Kryvyi Rih.

The administrative board found that the companies acted in concert and deliberately distorted the bidding results. For this, on May 6, 2025, they were found guilty of violating the legislation on economic competition and fined a total of UAH 272 thousand.

The AMCU emphasized that companies found guilty of collusion during tenders are not allowed to participate in public procurement for three years.

According to youcontrol, LLC "CREDO S" (full name - Limited Liability Company "CREDO S") is a company registered on June 25, 2018, which currently has the status of a functioning legal entity. It operates with the main type of activity "production of plastic construction products", but also declared a number of related areas, including the production of paints and varnishes, other plastic products and concrete structures.

The sole founder, director and ultimate beneficiary of the company is Oleksandr Minkin, a resident of Kherson. He owns 100% of the company's authorized capital (UAH 1,000) and has direct decisive influence on its activities.

According to youcontrol, Kherson Bakery LLC was established on August 26, 2020. The company is headed by Oleh Anatoliiovych Honcharuk, who became a director in June 2022. The company's principal activity is the production of bakery and flour confectionery products, but the company is also engaged in retail and wholesale trade in food, beverages and tobacco products. The authorized capital of the company is UAH 1,000. The owner and founder of the company is the public organization "Amelia" Organization of Persons with Disabilities", which owns 100% of the shares. The legal address of the bakery is Ladychuk Street, Kherson.
