According to the project description, centralized power supply facilities remain very vulnerable in the current war conditions. The available capacity of the power grids is insufficient, causing emergency outages. There are promising land plots within the Ochakiv city territorial community that can be used for the location, construction, operation, and maintenance of energy generating facilities.

According to the initiators, the project is in line with the Plan for the Restoration and Development of the Ochakiv City Territorial Community until 2027, has been publicly discussed and approved by the Decision of the Ochakiv City Council session No. 14 of July 25, 2023.

Construction is expected to last for 24 months. The estimated budget for the construction of solar power plants is UAH 440 million. It is noted that funding is expected to be available during 2024-2026.

In addition, it was decided to install solar stations on the roofs of the company's heating stations. This will provide an additional source of clean energy for local infrastructure needs. A total of 34 solar stations will be installed. The estimated project budget is over UAH 47 million.
