Members of the Mykolaiv City Council debated the grounds on which a citizen is requesting permission to access technical documentation regarding a shopping center near the Central Market.

This issue was discussed at a meeting of the Mykolaiv City Council’s Standing Committee on Ecology and Natural Resource Management.

Citizen Zhanna Krylova is requesting permission to develop technical documentation on land management to establish the boundaries of the land plot on-site. The goal is to lease the land for the maintenance of the shopping center building located at 27B Tsentralny Avenue in the Zavodskyi District. The plot covers an area of 3,228 m².

Council members noted that the building was previously owned by another person. Chairwoman Olena Nesterenko recalled that the conclusion from the Department of Architecture is dated 2024. Council members also suggested that there might be several owners.

One of the council members said that the resolution did not contain any information about the applicant’s share. Another provided an extract from the state registry.

According to this information, Krylova acquired ownership in 2023, and, according to the chairwoman, she holds a 32 percent ownership stake.

One of the deputies explained that the law does not require a technical passport to obtain a permit.

“The law does not establish any requirements regarding the submission of a technical passport,” said the council member.

He added that the technical documentation would specify in more detail exactly what the applicant owns.

The issue was put to a vote. One council member voted in favor of the decision, five abstained, and the decision was not adopted.

As previously reported by Intent, Mykolaiv considered the issue of transferring the land plot on which the city stadium is located to the communal ownership of the territorial community.
