A newcomer company will improve the power grid in one of the hospitals in Kherson region for more than 2 million

The municipal non-profit enterprise Regional Hospital for Rehabilitation Treatment of the Kherson Regional Council awarded the contract for the installation of an autonomous power supply to a newcomer without a tender.

This was reported by the Center for Public Investigations.

The hospital announced the procurement without using the electronic system on November 8, 2024. On the same day, a representative of the institution, Victoria Buskas, signed an agreement for UAH 2 million 244 thousand to install an autonomous power supply in the hospital with Voltenergotrans LLC. By December 31, 2025, the contractor has to equip the place for the generator: a foundation, a fence, and a shed. Install the generator itself, lay a 0.4 kW network, and launch the installation. The company also has to arrange access to the generator.

A report on a procurement contract concluded without the use of an electronic system is a non-competitive procurement procedure that takes place outside the Prozorro system with mandatory publication of basic information about the procurement in the system in the form of a report.

According to the Youcontrol analytical system, Voltenergotrans LLC has been on the market since May last year. The company's main activity is electrical work. The owner of the company is Serhiy Kucher from Kherson. The company started participating in public procurement in December 2023. During this time, they signed 13 contracts totaling UAH 3 million 972 thousand. All agreements were concluded without the use of an electronic system. The newcomer company received most contracts from medical institutions in Kherson.

Earlier, energy efficiency measures were implemented in Mykolaiv Oblast. With the help of Germany, solar stations and generators were installed in the Voznesensk community. The Voznesensk District Military Administration, together with local communities, is actively working on developing energy-saving programs and introducing alternative energy sources in social institutions and municipal facilities. The Voznesensk City Council is a leader in energy efficiency implementation in the community, and after installing two solar stations at the hospital and utility company, it added another 27.5 kW station to ensure the smooth operation of the administrative services center.
