A lawmaker from the Kherson region lost his boat, equipment, and four agricultural companies

As the case involving Valery Saltikov, a member of the Kherson Regional Council, enters a new phase, the court has decided not to lift the restrictions on his assets. Among other things, corporate rights to agricultural enterprises have been seized.

The Center for Public Investigations has uncovered which businesses, properties, and equipment the council member was forced to relinquish.  

According to investigators, he and another individual re-registered their agricultural enterprises in the temporarily occupied territory of the Kherson region under Russian law.

Subsequently, the enterprises continued to operate under occupation: they grew grain and oilseed crops, sold their products to Russia, reported to the occupying authorities, paid taxes, and received government subsidies.

Court documents indicate that Saltykov was the sole owner of Triumph Agro LLC and Vostok-Agro Private Enterprise. Both companies are registered in the village of Chornomorivka.

The court seized four “Fregat” sprinkler machines belonging to the deputy, as well as his Regal 2665 pleasure boat. In addition, Saltykov was prohibited from transferring or disposing of his 100% shares in the authorized capital of Triumph Agro LLC and Vostok-Agro Private Enterprise.

The prosecutor’s office also requested the seizure of equipment registered directly to the companies. This includes John Deere and “Belarus” tractors, combine harvesters, Zimmatic irrigation systems, JCB loaders, an excavator, and other equipment. The court denied this request, as the property legally belongs to the companies, not to the suspect.

Separately, Saltykov’s corporate rights in “Graal Pivden” LLC and his 50% stake in “Kakhovske SATP-2107” LLC were seized.

As reported by Intent, SBU officers detained the lawmaker on May 22, 2026, in Odesa after his return to Ukraine. He was informed that he was suspected of collaboration. The court extended the pretrial investigation period until August 22 and upheld the preventive measure of pretrial detention—with the option to post bail in the amount of 998,400 hryvnias. At the end of July, Saltykov was released from custody after posting bail.

Less than two weeks after the charges were announced, Saltykov also transferred 11 properties in Kyiv to his daughter, Alina Radion. Among them are an apartment measuring over 206 square meters, four parking spaces, and six non-residential premises.
