A Kyiv resident won a bid to repair a dam in the Odesa region for 43 million without any competitors

The Department of Capital Construction and Road Management of the Odesa Regional State Administration conducted a procurement process to select a contractor to carry out major repairs on a section of the protective embankment at the Repida-ISRZ lock, located at the 97th kilometer of the Danube River.

According to the Center for Public Investigations, the relevant information was published on the Prozorro e-procurement system.

The procurement was conducted as an open tender with specific conditions, and the sole participant was the private enterprise “Engineering and Production Center ‘Vector.’” The company expects to receive 43,494,600 hryvnias upon signing the contract. 

Previously, the Cabinet of Ministers of Ukraine allocated 49.4 million hryvnias for urgent emergency repair work on the protective dam of the Danube River in the Odesa region. The funds will be transferred from the state budget’s reserve fund to the Odesa region on a non-repayable basis.

According to the YouControl service, the private enterprise “Engineering and Production Center ‘Vector’” was registered in Kyiv in 2010. Its primary activity is non-specialized wholesale trade.Oleksandr Kryvoruchko serves as the company’s founder, director, and accountant. 

In 2025, the Center for Public Investigations examined the details of the company’s history in connection with the reconstruction of the gas supply system in the village of Posad-Pokrovske, Chornobaivska community. At that time, the estimated cost of the work was 52.6 million hryvnias. Over the years, the company has changed its registered address several times—moving from Kharkiv to Dnipro, then to the Donetsk region, and is now registered in the Boryspil district of the Kyiv region. Along with the addresses, the founders, directors, and types of activities have also changed.

On March 5, representatives of the Izmail District State Administration inspected the condition of the Repida-ISRZ dam anddiscovered damage tothe protective covering of the Danube riverbed slope, constructed using “Bontec” technology—a rigid lining consisting of geotextile formwork and monolithic concrete. A 60-meter-long section was particularly affected. In addition to the damage to the slope lining, fluctuations in water levels and moisture saturation of the dam’s soil have caused damage to the earthen section of the dam, which protects the areas where artesian wells are located for the water supply of the city of Izmail, as well as the villages of Broska and Matroska. The berm is 11 meters wide; of this, eight meters have been eroded, leaving only three meters intact.

In November 2022, the state-owned enterprise “Odesa United Directorate for the Construction of Water Management Facilities” attempted to carry out a similar procurement. At that time, the cost of the repairs was estimated at 46 million 13 thousand hryvnias, but the procurement was subsequently canceled.
