A group of lawmakers from Odesa won a 2-billion tender for a road in the Mykolaiv region

The Mykolaiv Regional Recovery and Development Service conducted a procurement process to select a company to be paid for major repairs to a section of the national highway between Blagovishchenske and Mykolaiv (via Voznesensk).

According to the Center for Public Investigations, the relevant information was published on the Prozorro e-procurement system. 

The project covers 12.5 kilometers of the highway, which is scheduled to be repaired by December 20, 2029. The procurement was conducted as an open tender with specific conditions, and the sole participant was Rostdorstroy Limited Liability Company. The company expects to earn 2 billion 474.7 million hryvnias from this repair project once the agreement is signed.  

According to the YouControl analytical system, Rostdorstroy LLC is ownedby Yuriy Schumacher, a member of the Odesa City Council, andbusinessman Yevgen Konovalov. Among the co-founders is also the Austrian company “Yuttema AU GmbH” from Vienna. The company was founded in 2005, and its main area of activity is the construction of roads and highways.

The firm actively participates in tendersfor road repairs inUkraine and wins contracts not only in the Odesa region. For example, in the spring of 2026, the Mykolaiv Regional Road Maintenance Service selected a contractor for road repairs worth nearly 2 billion hryvnias, including strategic routes and access roads to resorts.

Among other projects, there were tenders for the repair of three sections of the H-24 highway between Blahovishchenske and Mykolaiv via Voznesensk. At that time, the client divided the project into three separate sections. Repairs to the section from km 214+955 to km 220+568 were estimatedat 222.5 millionhryvnias.Another 150.4 millionhryvnias was allocated for the renovation of the section from km 123+083 to km 131+108. The smallest tender on the H-24 highway—for the repair of the section from km 42+476 to km 47+377—wasworth 89.2 millionhryvnias.

Separately, the agency announced tenders for the repair of the M-14 international highway (Odesa–Melitopol–Novoazovsk). More than 288 million hryvnias are planned to be spent on upgrading two sections of this highway.

The first tender covers the section from km 69+570 to km 74+310, with an estimatedcost of 119.5 millionhryvnias. Repairs to the other section—from km 85+000 to km 92+605—are estimatedat 168.6 million hryvnias.

In virtually all tenders, with the exception of the 119.5-million-hryvnia procurement, only one company participated—Rostdorstroy. It was this firm that was awarded the contracts.
