A court has seized the assets of a company director in a case involving the embezzlement of public funds in the Mykolaiv region

The Vitovsky District Court of Mykolaiv Oblast has seized the residential property of the director of Vitar LLC, who is suspected of embezzling public funds during road resurfacing projects in the Doroshiv community.

The total amount of losses to the local budget, as determined by the pre-trial investigation, is 367,500 hryvnias, according to the publication “Anticorruption Dimension.”

According to the publication, between November and December 2025, Oleg Soloshchenko, chairman of the Doroshiv Village Council, and Yuriy Taranov, director of Vitar LLC, signed three contracts totaling 567,700 hryvnias. The company was supposed to repair roads in the villages of Bilousivka and Shcherbani by the end of 2025. 

Investigators believe they have established evidence of a failure to fulfill these obligations. For example, during the repair of Pylyp Orlyk Street in the village of Bilousivka—for which the parties signed a contract worth 199,7 thousand hryvnias—the director allegedly included false information in the acceptance certificate for the completed work. As a result, the actual cost of the repairs turned out to be 132,200 hryvnias less than reported. Law enforcement officials identified similar overpayments in other contracts as well.

The Voznesensk Office of the State Treasury Service transferred the full amount to the bank account of Vitar LLC based on the acceptance certificates signed by Oleg Soloshchenko. Law enforcement officials opened a criminal case on charges of embezzlement and official forgery. 

In June 2026, investigators charged the director of the contractor’s firm, and the prosecutor of the Mykolaiv Regional Prosecutor’s Office filed a civil lawsuit to recover damages for the community. The court granted the prosecutor’s motion and seized the director’s assets to ensure the return of funds to the local budget. 

According to the analytical platform YouControl, Vitar LLC has been registered in the Mykolaiv region for over 25 years. The company’s founder and director is Yuriy Taranov.
