In Odesa, law enforcement officials are investigating a possible scheme to illegally smuggle men of draft age abroad by falsifying disability status in exchange for 8,500 U.S. dollars. As part of the investigation, searches were conducted at two medical facilities, where authorities seized phones, computer equipment, and 124 patient medical records.

The Center for Public Investigations examined the details of the case.

According to the investigation, a group of individuals may have organized the departure of men from Ukraine using documents certifying Group II or III disability. Criminal proceedings were initiated on June 2, 2026.

On September 25, law enforcement officers searched the office of an employee at the “Center for Primary Health Care No. 2.” According to investigators, he may have facilitated the issuance of disability certifications based on forged medical documents.

They seized two cell phones, five flash drives, a computer system unit, 124 patient medical records, test results, excerpts from medical histories, and the logbook of the Medical Advisory Commission.

A search was also conducted in the office of the expert team assessing a person’s daily functioning at the Municipal Clinical Hospital No. 11. Investigators are examining the possible involvement of its representatives in issuing fictitious disability certifications to conscripts. Six cell phones, excerpts from the expert team’s decisions, and recommendations for individual rehabilitation programs were seized from that location.
