A company under investigation may receive a quarter of a billion for 10 kilometers of the Mykolaiv-Domianivka highway

The company that became the only bidder for the Mykolaiv-Domonivka highway repair may be awarded a contract worth almost a quarter of a billion hryvnias. At the same time, law enforcement officers have already seized documents from the company's office and are checking its possible involvement in schemes to embezzle budget funds during road repairs.

The Centerfor Public Investigations found out the details of the procurement and analyzed the activities of the contractor.

According to Prozorro, the Infrastructure Restoration and Development Service in Mykolaiv Oblast announced a tender for more than UAH 252 million for the current repair of the national importance highway T-15-06 Mykolaiv - Domanivka - Berizky.

The road is to be repaired over a 10-kilometer stretch from km 60+094 to km 70+094. Only one company took part in the bidding, offering to perform the work for UAH 246.7 million.

The only bidder was Techno-Bud-Center LLC. The company submitted an offer for UAH 246.72 million, which is about UAH 5.5 million less than the expected purchase amount. Due to the absence of competitors, the auction was not actually held, and the company is currently waiting for a decision on the contract.

According to the analytical platform YouControl, Techno-Bud-Center LLC was registered in Ternopil in 2005. The main activity is the construction of roads and highways. The owners of the company are Andriy Yarema and Yuriy Khanin. The company is also affiliated with the National Association of Road Workers of Ukraine.

Since 2017, the company has received more than UAH 25 billion through public procurement. The company had the highest revenues in 2020 - over UAH 5 billion.

At the same time, the company has been repeatedly mentioned in journalistic investigations and criminal proceedings.

In particular, the ruling of the Pecherskyi District Court of Kyiv refers to the possible involvement of officials of the Road Service in Ternopil region, the management of Techno-Bud-Center LLC and Zakhidtransbud LLC in a scheme involving forgery of official documents. The investigation suggests that part of the budget funds may have been misappropriated through falsification of certificates of completion.

Also, according to the Khmelnytskyi City District Court of May 7, 2026, law enforcement officers are investigating a possible scheme to embezzle funds allocated for road and sidewalk repairs in Kamianets-Podilskyi. The case involves Techno-Bud-Center LLC, Energy and Road Construction LLC, and one of the local individual entrepreneurs.

Investigators believe that during the repairs, they may have overstated the cost of materials and the scope of work, as well as used fictitious documents. In addition, according to the investigation, some of the work was not performed by employees of the contractors, and the repairs themselves were carried out with deviations from the design documentation, including changing the type of asphalt and changing the thickness of the coating.

Law enforcers are also checking information about possible assistance of city council officials in winning tenders by rejecting competitors for formal reasons. On May 4, 2026, the company's office was searched and documents were seized, which the court later arrested.

In addition, as Intent wrote, the company is currently awaiting the signing of a contract to repair a section of the same highway, for which it planned to spend UAH 636 million. Techno-Bud-Center LLC was also the only one to submit an application with a bid of 633 million.
