A company owned by a member of the Odesa Regional Council was awarded a contract to repair 100 kilometers of road for 339 million

The Infrastructure Restoration and Development Service in the Odesa Region conducted a procurement process to select companies to perform routine repairs on four sections of the Odesa–Ivanivka–Ananyiv–Pishchana–Khashchuvate–Kolodyste–Ryzhavka road.

According to the Center for Public Investigations, the relevant announcement was published on the Prozorro e-procurement platform.

The procurement was conducted as an open tender with specific conditions, and the sole participant was the limited liability company “Berezivkaagroshlyakhbud.” The total length of the sections will be 113.8 kilometers. The company must complete repairs on these sections by December 31, 2027, and expects to receive 339,192,000 hryvnias for the work.

According to the YouControl service, the founders of “Berezivkaagroshlyakhbud”are Knyaz Khachatryan, a deputy of the Odesa Regional Council, and hisrelative Robert Khachatryan. The company was registered in 2023. In addition to contracts in the Odesa region, the company is also actively operating in other regions, particularly in the Mykolaiv region, where it carries out road repairs.

For example, the state-owned nonprofit organization “Local Road Service” conducted a procurement process to select a company to carry out routine repairs on a seven-kilometer stretch of the Vyhoda-Paliivka highway. The procurement was conducted as an open tender with specific conditions, andthe sole participantwas the limited liability company “Berezivkaagroshlyakhbud.” If the contract is signed, the company will maintain this section of the road until December 31, 2027. It is expected to receive 107.4 million hryvnias for this work. 

In November 2025, the state-owned enterprise “Local Road Service” conducted a procurement process toselect a company that would be paid for the operational maintenance of public roads of local significance in the Podilskyi District.
