The Territorial Social Services Center of the Khadzhibey District in the city of Odesa conducted a procurement process to select a company to provide in-kind assistance in the form of food to vulnerable groups receiving social services. 

According to the Center for Public Investigations, the relevant announcement was published on the Prozorro e-procurement system.

The procurement was conducted as an open tender with specific conditions, and the sole participant was the limited liability company “Fabrika Smaku.” Meals must be provided six times a week, once a day.

The company, which is implicated in a criminal investigation into the alleged embezzlement of public funds for food services, has secured a new government contract—this time to provide meals for schoolchildren. This is a multimillion-hryvnia deal for students in Teplodar, concluded without a competitive bidding process. In April 2026, the O.P. Medvedkov Teplodar Lyceum signed a contract to provide meals for elementary school students and children from disadvantaged groups.
