A company in Odesa was selected to provide meals to low-income residents for 11 million

The Territorial Social Services Center of the Khadzhibey District in the city of Odesa conducted a procurement process to select a company to provide in-kind assistance in the form of food to vulnerable groups receiving social services. 

According to the Center for Public Investigations, the relevant announcement was published on the Prozorro e-procurement system.

The procurement was conducted as an open tender with specific conditions, and the sole participant was the limited liability company “Fabrika Smaku.” Meals must be provided six times a week, once a day. 

In-kind assistance in the form of meals per person per day must include:

• At least one ready-to-eat first course, with a total weight of at least 300 g (the first course must be provided at least 4 times a week);
• At least one ready-to-eat main course containing meat or fish, as well as vegetables (side dishes, meat, or fish, as well as vegetables, may be provided separately), with a total weight of at least 300 g;
• Individually packaged bread (at least 100 g);
• Individually packaged tea (at least 2 g);
• Sugar sticks (at least 10 g);
• Butter (at least 10 g).

According toYouControldata, Fabrika Smaku LLC was registered in 2015 with a registered capital of just 1,000 hryvnias, but within two months it began receiving contracts to provide meals to hospitals. Its owner and directoris Ihor Levinson. He previously also headed the company “Bit-Yug,” which the media linked to former People’sDeputy Oleksandr Presman. 

The company, which is implicated in a criminal investigation into the alleged embezzlement of public funds for food services, has secured a new government contract—this time to provide meals for schoolchildren. This is a multimillion-hryvnia deal for students in Teplodar, concluded without a competitive bidding process. In April 2026, the O.P. Medvedkov Teplodar Lyceum signed a contract to provide meals for elementary school students and children from disadvantaged groups.
