28 million for shelters in Kherson region: audit has questions

The State Audit Service in Kherson region suspected violations in a procurement related to the construction of a shelter at a hub school in the village of Bobrovyi Kut.

This was reported on the Prozorro website.

The contractor is to receive UAH 28 million.

The project is funded by a subvention from the state budget - UAH 27.4 million and from the local budget - UAH 1.4 million.

The works are to last from July to December 2025. Immediately after the procurement contract was signed, auditors came to the attention of the company, suspecting violations of public procurement legislation.

A thorough audit is currently underway. The auditors of the Southern Office are asking for information and documents to justify the amount of money allocated for this project, why such materials, technologies and standards were chosen for the construction of the protective structure, and how the cost was calculated.

This is not the first time auditors have found violations with this particular contractor.

In October last year, the company received a contract for the construction of a shelter in a school in the village of Orlove, Kochubei community, worth UAH 29.2 million. Back then, auditors also checked the procurement and found violations.

We also wrote earlier about how the director of the transportation service was suspected of embezzlement.

Even the court refused to impose a pre-trial restraint on him, as the law does not allow it in the case of a serious crime.

The detainee is accused of falsifying financial documents and misappropriating budget funds. The offender paid salaries to people who did not exist.

In total, it is more than UAH 264 thousand of accrued salaries, of which more than UAH 213 thousand were actually paid.
