Odesa Regional Administration Decides to Purchase School Buses for UAH 82 Million

The Department of Education and Science of the Odesa Regional State Administration has announced its intention to purchase two types of school buses for a total of UAH 82 million 300 thousand.

The relevant information is available in the Prozorro electronic procurement system, according to the Center for Public Investigations.

The procurement is planned in the format of a "request for (price) proposal". A request for quotation is a procurement method through Prozorro Market that can be used by a customer to determine the best price. The procedure may seem similar to open bidding in terms of its stages, but its peculiarities make it much more attractive for both the procuring entity and the bidder:

The procuring entity announces a request for a product of a certain category, and then the system sends out notifications to all suppliers who are accredited in it.

The same format was recently used by the Main Department of the National Police in Odesa Oblast when it held two tenders for the purchase of DJI Mavic 3 Enterprise quadcopters and pre-selected two companies registered in Kyiv as winners.

In total, the department plans to purchase 25 regular school buses and one equipped with two seats for students with reduced mobility.

In June 2024, the Cabinet of Ministers of Ukraine approved the allocation of funds from the state to local budgets for the purchase of school buses. Out of the billion hryvnias allocated by the Cabinet of Ministers, Odesa region was to receive UAH 56 million 734 thousand, Kherson region - UAH 6 million 615 thousand, and Mykolaiv region - UAH 43 million 14 thousand.

Last year, the Department of Education and Science of the Odesa Regional State (Military) Administration signed an agreement with the Etalon Auto Trading House LLC for the supply of 28 school buses for a total of over UAH 82 million.

Theagreement was signed on July 10, and the buses are to be delivered to the hub schools of 28 territorial communities that have allocated one million hryvnias from their budgets for this purchase.
