In Mykolaiv, the overhaul of the dormitory building of the College of Physical Education was awarded to a company with which they had signed a contract earlier. The contractor also had a history of corruption.
This was reported by the Center for Public Investigations, citing data from the Prozorro public procurement system.
In July, the Department of Mykolaiv Regional State Administration again announced an auction for the overhaul and restoration of a local college. It was planned to spend almost 60 million hryvnias.
The source of funding for the facility for the current year 2024 was specified as funds from the regional budget, for 2025 - other, unspecified sources.
The open bidding with special features took place on August 13. However, only one participant attended the auction, Master Bud-Montazh LLC, which offered UAH 53 million 442 thousand 264. The company is currently awaiting a decision.
According to the YouControl online analytical system, Master Bud-Montazh LLC was registered in 2020. The company's main business activity is other specialized construction work. The beneficiary of the company is Dmytro Chepak.
Between 2020 and 2024, the company earned UAH 96 million 693 thousand 199 from public tenders. The customers were generally departments and offices of the Mykolaiv Regional State Administration and the Mykolaiv Regional Military Administration.
Recently, the company was involved in a case to invalidate an additional agreement concluded between the Vynohradiv Psychoneurological Boarding School and Master Bud-Montazh LLC in 2023. It concerns the repair of a shelter for more than UAH 3 million.
It turned out that the parties had entered into an additional agreement to the contract, which amended the deadline for completing the work. According to the prosecutor's office, no adequately substantiated documentary evidence of the need to extend the deadline was provided. However, the court decided to leave the case without motion and returned the claim to the applicant to eliminate the deficiencies.
The Mykolaiv Professional College of Physical Culture suffered from rocket attacks in the summer and fall of 2022, which led to serious damage. To restore the dormitory, on June 28, 2023, the Department of Urban Development of Mykolaiv Regional State Administration announced an auction for the overhaul of the dormitory building.
On July 13 of the same year, a contract was signed with Master Bud-Montazh LLC for UAH 22 million 209 thousand 005, where a possible price overestimation was found. In addition, the tender itself was held in violation of the law and the decision of the State Audit Service.
