In Odesa, the BES canceled a 100 million tender for school repairs

After Intent's publications, BES employees canceled a tender for 109 million hryvnias in Odesa. The money was supposed to be spent on the reconstruction of school No. 39 at 20 Uspenskaya Street, but numerous violations were found in the documents of the company that was chosen to perform the work.

Detectives found that representatives of the local government announced a tender for reconstruction work worth more than UAH 109 million.

The winner of the tender was a company specializing in the construction of residential and non-residential premises. However, during the audit, it turned out that the winning company did not have the proper material and technical base, a sufficient number of employees, and did not meet other qualification requirements for the work.

After discovering these violations, BES analysts turned to the local government with a recommendation to reconsider the decision to procure services. As a result, the contract with the contractor was terminated, which helped to avoid the embezzlement of more than UAH 109 million from the budget.

As a reminder, the Capital Construction Department of the Odesa City Council has announced a tender for the reconstruction of school No. 39 at 20 Uspenskaya Street for the fifth time.

The procurement in the format of an open tender with special conditions is scheduled for September 12. The last time the procurement was held was in June. Then Stimax LLC won the tender. In that tender, the company had no competitors and planned to receive UAH 109 million 81.6 thousand. However, the company did not eliminate discrepancies in the documentation and the tender was canceled.

According to YouControl, Stimax LLC was founded in 2015 by the Faraday Joint Stock Company and Oleksandr Sokolskyi, who is also the ultimate beneficiary. The founder of the Faraday Foundation is Marina Apele, a Latvian citizen residing in Cyprus.

In January of this year, the Capital Construction Department decided not to sign an agreement with the Odeskholovpostach Repair and Construction Site because of inconsistencies in the documentation. In December last year, Odeskolovpostach won a tender for the reconstruction of school No. 39 for 109 million 312,800 hryvnias, but due to lack of competition, the tender was canceled.

The procurement was announced on December 15, the tender was to be held on December 25, and the deadline for submitting proposals was December 23. Since only one bid was submitted, the winner was qualified on the same day. The previous tender, scheduled for December 18, also failed due to the lack of bids.

It should be noted that the cost of the reconstruction increased by UAH 80 million 523.1 thousand. In June 2020, an auction was held, which was won by Takom-Gloria South, whose offer amounted to UAH 28 million 793 thousand. However, the terms of the work were changed several times. An agreement was signed with the company, and initially it was supposed to complete the reconstruction by March 31, but the completion date was constantly changed by additional agreements.

At that time, it was the fourth attempt to select a contractor for the work. The previous three ended in nothing because there was only one person willing to work.
