In Odesa, a number of Soviet-era decisions on construction and resettlement were canceled

The executive committee of the Odesa City Council has decided to cancel a number of decisions made in the 1970s and 1980s regarding the resettlement of residents, demolition of houses, and permits for the design of housing, dormitories, and social facilities in different parts of the city.
The relevant draft decision was published on the website of the Odesa City Council.
The document states that more than 20 decisions of the former executive committees will be invalidated. These are documents adopted by both the Executive Committee of the Odesa City Council of Workers' Deputies and, later, the Executive Committee of the Odesa City Council of People's Deputies in 1975-1988.
The decisions relate to various developments and engineering projects, including high-rise buildings, public housing, health centers, medical and recreational facilities, and industrial facilities.
The purpose of canceling the decisions was to remove restrictions that prevented owners from disposing of their property. The document states that decisions made between 1975 and 1988 are no longer valid.
In particular, among the canceled decisions:
- Resettlement of citizens in connection with the construction of roads and utilities on the territory of the Kotovske settlement (1975).
- Permission to design multi-storey residential buildings and dormitories for small families and working groups in Kotovske neighborhoods (1975-1982).
- Design of residential buildings for enterprises, factories, and health centers, including Odesaenergo, Odespromstroy, and others (1981-1982).
- Resettlement of residents of houses that were to be demolished to prepare areas for the construction of boiler houses, water pipelines and the expansion of industrial facilities (1982).
- Demolition of individual residential buildings and relocation of families in connection with the construction of multi-storey buildings in the Tairovo neighborhood and Perekop division (1986-1988).
- Permission for the construction of public buildings, including the House of Political Education with 900 seats (1987).
The draft decision emphasizes that these changes do not affect the rights and obligations of property owners, but only remove legal restrictions that were a remnant of the Soviet system. The decision is awaiting final approval at the next meeting of the city council.
At the last meeting of the executive committee in Odesa, it was decided to compensate entrepreneurs who open or maintain indestructibility points for the costs of purchasing and maintaining power generators. In addition, the city will reimburse fuel costs and waive rent for municipal property until the end of martial law.
